Court bans Swindon man from following and filming random women

A court has banned a Swindon man from following and filming random women.

Angelina Stephen Keen, formerly known as Andrew Keen, appeared at Swindon Magistrates’ Court following an application by Wiltshire Police for a sexual risk order (SRO).

The defendant, of Hallam Moor, Liden, was previously convicted of indecent exposure against a teenage girl in the street – committed while he was dressed as a woman.

In two separate incidents, he targeted two further girls – asking them to take their clothes off.

At the time defence solicitor Sam Arif said her client was “a loner” who was struggling with his sexuality. She said his offending “could have been worse”.

Earlier this month the 44-year-old crossdresser was slapped wit a SRO, after the court agreed that he posed an ongoing risk to females in the community.

As part of the order supervised by police, which lasts five years, Keen must:

• Not intentionally follow or intentionally film any females in public without their permission

• Notify the police if you own or have any device that can store photos or videos or can connect to the internet within 3 days of getting them

• Make all devices available for inspection at the request of the police

• Provide the police with any usernames, passcodes, pass-numbers or passwords they require to inspect relevant devices and any cloud storage

• Not delete anything from these devices or cloud storage, without approval from the police – including internet history

• Use any cloud, photo or video or storage device without notifying the police within three days

Keen was required to register as a sex offender for five years following his conviction in 2022.
