‘Monster’ banned from contact with women ahead of prison release

A ‘monster’ sex offender from Swindon has been banned from contacting three women ahead of his release from prison.

In 2024, Carl Wallis was jailed for more than a decade after raping an unconscious woman – after footage he’d taken of the attack was found on an old phone.

The defendant, previously of Brookdene and now of HMP Ashfield, was described as a “monster” by the victim of his abhorrent sex crime.

She said: “The day I found the video and pictures on the mobile phone… I was in total shock.

“I did not know what to think or feel, I felt completely numb. I could not believe what I had just seen I felt sick. I feel dirty and humiliated… I will never be free from the monster.”

As well as rape, Wallis was convicted and sentenced for stalking two other women. He fitted tracking devices to their vehicles back in 2023.

At a hearing at Swindon Magistrates’ Court last week, he was slapped with three 20-year stalking protection orders – banning him from contact with the three women involved.

According to court documents, the order will start when the defendant is released from prison — after serving at least six years of his sentence.

As well as the no contact condition, he must not conduct any surveillance of the three women.

He must also inform police about new intimate or sexual relationships, tell them what vehicle he owns or is using, and supply passwords to any digital accounts on request.

The court ruled that the order is necessary, required and proportionate because Wallis has carried out acts associated with stalking and poses an ongoing risk.
